The European Accessibility Act Changes the Conversation<\/strong><\/h3>\n\n\n\n

Since 28 June 2025<\/strong>, the European Accessibility Act (EAA) has been applicable across the European Union, establishing accessibility requirements for a range of products and services delivered to consumers. One important consequence for organizations is the growing focus on the accessibility of digital information and electronic documents<\/strong> provided throughout the customer journey.<\/p>\n\n\n\n

For many organizations, the immediate reaction has been to ask:<\/p>\n\n\n\n

“How do we make our PDFs accessible?”<\/em><\/p>\n\n\n\n

While this is the right question, it often leads to two very different approaches:<\/p>\n\n\n\n

  1. Creating accessible PDF documents BY-DESIGN<\/strong><\/li>\n\n\n\n
  2. Remediating PDF documents after they have already been produced<\/strong><\/li>\n<\/ol>\n\n\n\n

    At first glance, both approaches may appear to deliver the same result: an accessible PDF. In reality, they represent fundamentally different strategies with very different implications for compliance, quality, efficiency, and scalability.<\/p>\n\n\n\n

    What Is an Accessible PDF by Design?<\/strong><\/h3>\n\n\n\n

    An accessible PDF by design is a document that is created with accessibility requirements embedded into the document generation process from the moment of creation.<\/p>\n\n\n\n

    Accessibility is not treated as an additional task after document production. Instead, the document template, business rules, content structure, metadata, reading order, tagging hierarchy, alternative text, tables, headings, and navigation elements are all designed and generated correctly as part of the creation process.<\/p>\n\n\n\n

    The accessibility characteristics become an integral part of the document architecture.<\/p>\n\n\n\n

    In other words, accessibility is not “added” to the PDF.<\/p>\n\n\n\n

    Accessibility is built into<\/em> the PDF.<\/p>\n\n\n\n

    This approach aligns with a core principle increasingly adopted across digital transformation programs: quality should originate at the source, not be corrected later.<\/p>\n\n\n\n

    What Is PDF Remediation?<\/strong><\/h3>\n\n\n\n

    PDF remediation follows a different path.<\/p>\n\n\n\n

    In this model, documents are first generated using existing processes and templates. Accessibility issues are identified afterward and corrected through manual intervention or specialized remediation tools.<\/p>\n\n\n\n

    Common remediation activities include actions like adding missing tags, correcting heading structures, defining reading order, adding alternative text to images. fixing table structures, repairing navigation elements, updating document metadata\u2026<\/p>\n\n\n\n

    Remediation can be highly valuable when dealing with legacy archives, historical documents, or externally supplied content.<\/p>\n\n\n\n

    However, remediation is essentially a corrective process. It addresses accessibility defects that were introduced during document creation.<\/p>\n\n\n\n

    \n\n\n\n

    The Hidden Cost of Remediation<\/strong><\/h3>\n\n\n\n

    Many organizations initially see remediation as the fastest route toward compliance.<\/p>\n\n\n\n

    Unfortunately, remediation often introduces new operational challenges.<\/p>\n\n\n\n

    Every document that requires manual review creates additional effort. Every accessibility correction introduces processing time. Every change in document design may require repeated accessibility testing and validation.<\/p>\n\n\n\n

    For organizations generating thousands, hundreds of thousands, or even millions of PDF documents annually, remediation can quickly become expensive and difficult to scale.<\/p>\n\n\n\n
